The warmest places in Europe in winter are on Cyprus: Limassol averages a December to February high of about 18.4 degrees C and Paphos about 18.1, according to the climate normals in our data. On the mainland, Malaga leads at about 17.6 degrees C, followed by Valencia and Seville at about 17.2 and Faro at about 16.8. Limassol also has the warmest winter nights, with lows near 11.6, and Valletta in Malta is next at about 10.5.

We ranked the warmest places in Europe in winter by the average of the three winter months' mean daily maximum temperature, and then checked lows, sunshine hours and rain. A warm afternoon is not the same as a warm home, so each entry also says what winter feels like there and who should skip it. All 10 cities are livable for Americans on a long-stay visa, but costs range from about โ‚ฌ1,600 to โ‚ฌ2,450 a month for a single person (our estimates).

Our picks, in detail

Warmest overall

Limassol

Cyprus ยท Limassol is Cyprus's international hub: sunny, English-friendly, full of finance, shipping and tech jobs, andโ€ฆ

Limassol tops the ranking: December to February highs average about 18.4 degrees C, lows about 11.6 and the city logs the most sunshine in our set, about 3,415 hours a year, with only about 408 mm of rain. English works in offices, clinics and shops, and the business and tech community is real.

You pay for it. Limassol is the most expensive city on this list for a single person, at about โ‚ฌ2,450 a month, and a center one-bed is about โ‚ฌ1,350 (our estimates). Public transport is thin beyond the seafront, so most people need a car, and construction noise around the marina is constant. There is no commercial airport in the city and no direct US flights. Cyprus's nomad visa asks for โ‚ฌ3,500 net a month. Skip Limassol if you are budget-led or want to live without a car. Compare it with Paphos, and read the Limassol guide.

Warmest for a quiet, cheaper base

Paphos

Cyprus ยท Paphos is slower, cheaper and quieter than Limassol: a retirement and lifestyle base with long beach season aโ€ฆ

Paphos is nearly as warm as Limassol, with December to February highs near 18.1 degrees C, lows near 9.2 and about 3,330 sunshine hours a year. It is cheaper: a single budget is about โ‚ฌ2,050 a month and a center one-bed about โ‚ฌ900, roughly a third below Limassol on our estimates. It is quiet, safe-feeling and has a large British community.

Winter is the off-season. Tourist areas go quiet from November to March, public transport is thin, and the job market and coworking scene are small, so you need a car and a remote income. There are no direct flights to North America. Cyprus is also outside Schengen in our data, which can help Americans who track their 90 days, but the rules for visitors differ, so check the official page. Skip Paphos if you need nightlife, a hospital cluster or a social scene. See the Paphos guide.

Warmest on the Spanish mainland

Malaga averages December to February highs near 17.6 degrees C with lows near 8.5, almost 3,000 sunshine hours a year and about 506 mm of rain. It is a proper city with a walkable center, and a large expat and nomad community. A single budget is about โ‚ฌ1,750 a month.

The warmth costs more than it did: rents have jumped on foreign demand. Summers are hot and humid, transit relies on buses and a small metro, and US travelers mostly connect through Madrid or London, aside from seasonal Newark. Spain's non-lucrative visa needs about โ‚ฌ2,400 a month and the nomad visa about โ‚ฌ2,442. Skip Malaga if you want the lowest rent in Andalusia; Seville is cheaper. See Malaga vs Valencia and the Malaga guide.

Warm winters at a lower price

Valencia

Spain ยท Valencia is big enough for culture, a metro and a city beach, yet flat, bikeable and cheaper than Madrid or Bโ€ฆ

Valencia's winter highs average about 17.2 degrees C, with lows near 7.9, about 2,730 sunshine hours a year and a dry 459 mm of rain. It is the cheapest of the very warm cities on the mainland after Seville, with a single budget of about โ‚ฌ1,700 a month and a center one-bed about โ‚ฌ950. It has a city beach, a flat layout and a strong family score.

Evenings are cooler than in Malaga, so expect to wear a jacket after dark in January. English is less common than in Lisbon, direct US flights are limited, and summers are humid. The wider region has some flood risk, so check your address. Skip Valencia if you want guaranteed beach days in January or an English-speaking city. Compare Valencia vs Seville, and read the Valencia guide.

Warm days, cool nights, lowest rent

Seville

Spain ยท Seville is Spain's most atmospheric southern city: monumental, affordable, and made for long evenings outdoorโ€ฆ

Seville's winter highs match Valencia's, at about 17.2 degrees C, but nights are cooler, with lows near 6.8. It has the most sunshine of the mainland picks, about 3,090 hours a year, and the lowest single budget in our whole dataset, about โ‚ฌ1,600 a month, with a center one-bed near โ‚ฌ750.

The trade-off arrives in summer, when July highs average 36.3 degrees C. English is less common than in other big Spanish cities, there are no direct US or Canadian flights, the beaches are about an hour away and the international scene is small. The old center, Triana and Nervion are compact and bikeable, so winter days are easy to spend outdoors, and tapas and festivals fill the calendar. Skip Seville if you want sea access, or plan to stay through July and August. See Seville vs Malaga and the Seville guide.

Warmest Atlantic winter

Faro & the Algarve

Portugal ยท Faro is the practical base for the Algarve: an airport, a hospital, a university and an old town on the ria, โ€ฆ

Faro averages December to February highs near 16.8 degrees C with lows near 8.9, over 3,040 sunshine hours a year and about 455 mm of rain, which makes it the driest and sunniest of the three Portuguese cities we cover. A single budget is about โ‚ฌ1,750 a month and the D7 visa starts at โ‚ฌ920 a month of passive income.

Winter is quiet in the Algarve: restaurants and services slow down, long-term rentals can be scarce, and you almost need a car outside the town itself. Coworking and nightlife are limited, and flights to the US are mostly seasonal. The upside is that winter prices are low and the established retiree community stays. Skip Faro if you need a lively city in January or want to work from a coworking space. Compare it with Porto, and read the Faro guide.

Warmest nights

Valletta & Sliema

Malta ยท Valletta and Sliema give you a fully English-speaking Mediterranean life on a tiny island: sunny, safe-feelinโ€ฆ

Valletta and nearby Sliema average December to February highs near 16.2 degrees C but the second-warmest winter lows in our set after Limassol, near 10.5, with about 3,050 sunshine hours a year. English is an official language, so offices, landlords and clinics work in English, and the island is compact: ferries and buses reach most places from Sliema.

Warm temperatures do not mean warm apartments. Winter flats are often damp and drafty despite the mild air. Rents are among the highest in our set, with a center one-bed near โ‚ฌ1,250 and a single budget near โ‚ฌ2,300 a month, traffic is heavy, nature is limited and direct US service is seasonal at best. Malta's nomad permit asks for โ‚ฌ42,000 a year in gross income. Skip Valletta if you want green space or a low budget. See Valletta vs Limassol and the Valletta guide.

Warmest big capital with US flights

Portugal ยท Lisbon is the best-connected and most international city in Portugal, with sunshine, a big nomad scene and diโ€ฆ

Lisbon's winter highs average about 15.6 degrees C, with lows near 9.0 and 2,875 sunshine hours a year. It is the best-connected warm city in this list, with year-round nonstops to many US cities, and mild enough to walk and sit outside at midday on most winter days.

Winter is wetter than in the south (about 794 mm of rain a year), apartments may be cold indoors, and the cost is the highest among the Iberian picks: about โ‚ฌ2,100 a month for a single person and about โ‚ฌ1,400 for a center one-bed. Hills and cobbles are tiring, and the lowest-cost winter days are in Campo de Ourique, Principe Real and the Cascais coast, not in the crowded old town. Skip Lisbon if you want the warmest possible January or a lower budget. See the Lisbon guide or Lisbon vs Porto.

Mild but wet

Porto

Portugal ยท Porto offers much of Lisbon's charm with lower rents, a real sense of a working city and Atlantic beaches by โ€ฆ

Porto's winter highs average about 14.4 degrees C and lows about 6.0, so it is mild by most standards but wet: about 1,237 mm of rain a year and 2,468 hours of sun. It offers Portugal's visas at a lower price than Lisbon, with a single budget of about โ‚ฌ1,850 a month.

This is the choice on the list if you want mild rather than warm and can accept grey winters. Steep hills and cobbles, fewer US flights and a smaller English-speaking community add to the trade-offs. Foz do Douro suits families near the sea and Cedofeita suits singles and remote workers, so winter life is more about cafes, museums and covered markets than beach days. Skip Porto if sunshine drives your decision, because Faro, Seville and Malaga all beat it. Compare Porto vs Faro and read the Porto guide.

Mild winter with a city beach

Barcelona

Spain ยท Barcelona combines a city beach, mountains within reach, great public transport and a huge international scenโ€ฆ

Barcelona's winter highs average about 14.3 degrees C with lows near 5.9, about 2,490 sunshine hours and only 558 mm of rain. Winter is mild rather than warm, but the city's beach, metro and nonstops to New York, Boston, Miami and Los Angeles make it easy to live in all year.

It is not a sun-chaser's choice: it sits at the bottom of this list for winter warmth. Rents are high (a center one-bed near โ‚ฌ1,100, single budget near โ‚ฌ1,900), tourist crowds and pickpockets are real, and it is noisy. Gracia and Poblenou are good places to spend a winter, with cafes and sea walks that work even on cooler days. Skip Barcelona if warmth is the main goal; Valencia is warmer and cheaper. See Barcelona vs Valencia and the Barcelona guide.

How we chose the warmest places in Europe in winter

For each of the 40 cities in our dataset, we averaged the December, January and February mean daily maximum temperatures from national meteorological service normals. We then looked at the mean daily minimum, annual sunshine hours and annual rainfall to separate cities that are warm by day from those that are warm all day. Athens, at about 14.0 degrees C, just missed the top 10. Our methodology page explains sources and limits.

Ranking by temperature alone favors the south and the islands. We kept costs and visa access in view: all 10 cities have a route for Americans, but the routes differ in income bar, from โ‚ฌ920 a month in Portugal to โ‚ฌ3,500 in Cyprus.

Warm air does not equal warm home

Southern European homes are built for summer, and many older flats are cool and damp in winter. Ask landlords how the apartment is heated, check for mold and humidity in winter viewings, and budget for electric heating. Our utility estimates are averages and not a guarantee of winter bills. If you are spending your first winter in a new city, rent for three to six months before signing a long lease.

What the numbers do not show

Temperature averages hide wind, humidity and cloud. Porto and Lisbon can feel colder than their highs suggest on wet, windy days, and Valletta's damp apartments feel colder than the thermometer. Sunshine hours are a better guide to mood: Limassol, Paphos, Seville, Valletta and Faro all log more than 3,000 hours a year in our data, while Barcelona and Porto sit closer to 2,500. If low winter light affects you, weigh the sunshine column as much as the temperature.

Remember that July matters too. Seville averages 36.3 degrees C and Limassol 33.5 in July, which is why many residents of these cities travel in August. If you want year-round comfort, Lisbon, Valletta and Valencia are milder in summer than Seville or Limassol.

Using winter as a snowbird

Many Americans split their year, wintering in the south and returning for summer. Under the Schengen 90/180 rule, Americans can stay up to 90 days in any 180 without a visa in the Schengen area, which covers Spain, Portugal, Greece and Malta in our data. Cyprus is outside Schengen, so those days are handled separately. Use our Schengen calculator and read the Schengen rule guide. For stays longer than 90 days, you need a long-stay visa: see our digital nomad visa comparison or retire in Europe guide. Confirm rules with the consulate.

Matching warmth to your visa

The warmest cities are not always the easiest to enter. Cyprus and Malta ask for the highest nomad incomes in this list, at โ‚ฌ3,500 a month and โ‚ฌ42,000 a year, while Portugal's D7 and Spain's non-lucrative visa are passive-income routes with lower bars. Check each official page before you apply, and read our nomad visa guide for the comparison.

Beyond the top 10

If you want a warm winter and a beach lifestyle, see our best beach cities in Europe. If budget is the main constraint, check the cheapest places to live in Europe. For retirees combining warmth with healthcare and a retirement visa, our best places to retire in Europe list ranks eight cities.

Frequently asked questions

Where is the warmest place in Europe in winter?

In our climate data, Limassol in Cyprus is the warmest, with December to February highs averaging about 18.4 degrees C, followed by Paphos at about 18.1 and Malaga at about 17.6. These are daily maximums; nights are cooler, and indoor heating still matters.

Which European city has the warmest winter on the mainland?

Malaga, at about 17.6 degrees C for December to February highs, then Valencia and Seville at about 17.2 and Faro at about 16.8. Malaga also has nearly 3,000 sunshine hours a year. Seville has the lowest rent of the group.

Can you swim in the sea in Europe in winter?

Winter sea temperatures are not in our data, so we cannot rank them. Daytime air is mild in the southern cities on this list, but swimming comfort depends on the water, which is much colder than the air. Check local sea temperature records before you plan on it.

Is Spain or Portugal warmer in winter?

Southern Spain edges southern Portugal: Malaga averages about 17.6 degrees C against about 16.8 in Faro, and Lisbon sits near 15.6. In Portugal the south is the sunniest and warmest part of the country. Both routes require a visa for stays over 90 days.

Where can Americans live for the winter without a visa?

Americans can stay up to 90 days in any 180 in the Schengen area without a visa, which includes Spain, Portugal, Greece and Malta. Cyprus has separate rules. For longer stays you need a residence visa, so read each country's official page and confirm with the consulate.
